В 1947 году году один из главных конструкторов компании - профессор Милутинович начал работу по созданию легкого бомбардировщика-разведчика для ВВС страны. В 1949 году опытный образец получивший обозначение Ikarus 214 впервые поднялся в воздух. Самолет представлял собой свободнонесущий низкоплан с фюзеляжем овального сечения, вертикальным оперением в виде концевых шайб с рулями направления, убирающимся шасси с хвостовым колесом. Ikarus 214 успешно прошел заводские испытания, однако летные характеристики самолета уже не удовлетворяли требованиям ВВС и было решено создать на его базе учебно-тренировочный самолет. В 1951 году совершил первый полет опытный образец двухмоторного легкого самолета, обозначенный Ikarus 214D. Спроектированный по новым тактико-технические требования югославских ВВС самолет был оснащен двумя двигателями Ranger SVG-770 мощностью 480 л.с., расположенными в крыльевых гондолах. В этом самолете мог проходить подготовку весь экипаж; в транспортном варианте самолет вмещал летчика и восемь пассажиров. Серийные самолеты оснащались двумя звездообразными двигателями Pratt & Whitney R-1340-AN-1. Летно-технические характеристики
